There are 5 tiers (S,A,B,C,D) and each one of you only has to type down one user and the tier they belong in and I'll edit that in, no questions asked. For your contribution to be valid you need to follow 3 simple rules.

Rules:

You can't name yourself
If you want to put a user on the highest or lowest Tier (S or D) you need to give a decent justification on why YOU believe they belong there. Others don't have to agree with your justification, but it shouldn't be a BS reason (i.e. we support the same team, one time he downvoted me, etc)
You can't change the tier of a user that someone else already mentioned
