Not really for just the skins thing, that's a different department
But in general they're just not how they used to be. If I were to compare them the old Riot devs were similar to how the Marvel Rivals devs are now, constant fresh updates, super responsive and even willing to walk back on changes instantly. Nowadays all the 'content' we get in the game itself is skins + agents + the occasional map. Things like the replay system are in development but look how long it's taken (and likely will take). What about stuff like more gamemodes? Custom servers? Community maps? etc... At their current pace Riot would take years to start and develop those things, and that's only if they're interested.
I think Riot have become complacent, they make hella money with skins so they're not really incentivised to improve the player experience. I've heard a former Riot dev even say that they're moving devs away from Val to go work on another project.
By no means is the game 'dying' but it is becoming sort of stale imo.
