but honestly, "retard" is only an offensive word because it's been used offensively (if this wasn't obvious enough)
it has originations from latin --> french --> english and previously only meant to slow down or hold back. you can also see it being referred to in many subspaces like in music (e.g. ritardando, or rit. in abbreviated form meaning "with a gradual decrease of speed"), and the other definition traditionally used in the medical field (officially definition being "a person who has an intellectual disability"). Now, it has evolved into a label for hate speech regarding the mentally disabled/challenged and intellectually underdeveloped, which wasn't the original purpose of the word.
point is, "retard" has been embedded in international culture to be a common "filler" word for less intense pejorative words like "dumb" or "stupid" but the constant bickering of the hypersensitive and those offended by the hypersensitive people has led to the word "retard" to hold much more meaning and intensity as a slur, which has led to division between people who deem the word to still be minor in intensity (in this case EU, which has more of the aforementioned aggressive less sensitive type) versus people who deem the word to be of a full-on slur (in this case NA, which has more of the aforementioned hypersensitive type).
both sides are equally responsible for the increased intensity of the slur. feel free to respectfully disagree or ask for clarification.
