it's definitely the stereotype but generally it's the older generations (which is most of Japan now, unfortunately) who hold this mindset to my knowledge. It's getting better with newer generations and even the older ones are realizing the position they are in hence why they're trying really hard to get foreign workers and tourists to decide to move and stay in Japan.

Everything except the last part is wrong. Japan isn't trying to get tourists to start living in Japan. If anything, anti-tourism sentiment has only been growing in the past couple of months and it's mainly because of the Kyoto situation. Depending on the next election, things can either get worse or stay the same.

Yes, hence the rise of anti-tourist sentiment. A lot of people go to Japan because it got spread online as this incredible vacation spot that is beautiful and fun and has great food but they don't really research the culture at all and come off as rude or are just actually rude and disrespectful. The issue with this is that tourists become foreign workers which they desperately need but also drive the economy which they also desperately need. Necessary, but unwanted.

That isn't exactly a tourist law and more of a foreign workers law. And it's not exactly all good either because there is a clause in there that can revoke PR even for people who have been living in Japan for a long time, which can be bad or good depending circumstances. Some were even saying that this law was the result of the recent controversies/anti-tourist sentiment. This law has more to it than it seems but I assure you this is definitely not a foreign-positive law.
