In emea after 2 splits players can be counted as residents, maybe the same situ applies here? Because a lot of top contenders have imports like Bleed, some Japanese teams or maybe even Weibo if chinese teams are allowed

reading comprehension, I said "used to" implying that in the past, not present, bleed has import players, which is pyth and maxie.

also the rules are only for franchise teams anyways VCL have different rules on different regions

Pyth and Maxie conditions could not apply to the TS question since they were never on Bleed on the franchising era. At their time there was no rules about import player.
