Does Chamber have to put thought behind it?
Jett got 1 dash per round which recharges only upon 2 kills.
Chamber's TPs have enough radius to cover more than half a bomb site + it's cooldown is literally 20 secs. Chamber has a more powerful dash every 20 secs.
Chamber can just put his TP literally in the middle of the site and it allows a get out of jail card for the entire round. If he is retaking literally put the TP where he is entering from. It's better than a jett dash because the Enemy has little idea where you went and faster too.
