Let's take the next map rotation as an example. We have Haven, Lotus, Split, Bind, Pearl, Fracture and Abyss.
Haven and Fracture would've been Neon maps 100%, and that's ok as Jett and Raze also have maps where they are the preferred choice
Bind no chance unless you're like Nongshim or something, Lotus would be 70% Raze and 30% Neon, still a Raze map overall
Abyss would've been a Jett map 100%, maybe you CAN play Neon on Pearl but I would say similar to lotus, 70% Jett and 30% Neon, and finally we have Split, which would be a Raze map.
In total, Neon has like 2.5 maps, Jett has 2 maps and Raze has 2.5 maps. So Neon being 'so busted' like she was wouldn't have made a difference. Instead it would've added VARIETY to the duelist class. But no, we stick to Jett/Raze on every map cuz who gives a shit about variety?
Riot could've just waited until Masters Bangkok ended to nerf Neon, but they decided to nerf her before the season and honestly made her worse than where she was pre-buff. Now there isn't even an INCENTIVE to play Neon over Raze/Jett...
