Initiator is such an overrated role that too many teams try to crutch on because they think they can cook up the perfect preround play. And even then, Kay/o and Gekko are generally played so poorly relative to what they're capable of
Since Tejo is getting euthanized we should be seeing a lot more Deadlock, Viper, Harbor, maybe even Sage and Phoenix, but frankly most teams are not willing to experiment like that

Scrim sharing isn't even against riot's rules, so why would he get himself banned trying to prove a point? His entire goal is to get some kind of regulation in place (unlikely though)
Like the riot employee allegedly said, it opens a whole can of worms. It's different from the rule against publicly sharing VODs because it's very difficult to prove whether one was shared privately and intentionally, especially when tier 2 teams are involved and it becomes like a game of telephone.
And then would riot have to investigate every time a claim of scrim sharing is made? How does anyone draw the very subjective line between impressive counter-stratting, versus unfair reads obtained from scrim sharing? Not to mention all the potential breaches of privacy that could result from riot searching through teams' shared materials. It's just a lot.
