I don't think nationality matters too much in this, local players are defined as Locally Trained Players, which indicates their long-time residence, or playing for teams from that region for a longer period of time would make you one, instead of your nationality.
also even if thry got relegated from vct, which I highly doubt, they definitely wouldn't be getting a sub just to play in the cis vrl. they're a british org and already have 3 players, a coach, and more staff that make them eligible for vrl northern, so I'm 99% sure they'd just play there
for the qualifiers, at least that's what the rules were last season, you could join any of the 3 qualifier no matter if you had 0 russians or turks, I think there was a Turkish team in the EU qualifier this time around as well - Digital Athletics
and about xeta, this specific ruleset only applies to emea, but if something like that came to fruition in na or korea, i think they'd follow the lol example, where players stop counting as imports after playing and residing in the region for 3 years, so xeta would not count as a local player in NA just yet.

There's inevitably going to be roster changes after a bit but this is a solid roster to enter into Valorant with. al0rante is really special player and is a great centerpiece for this roster. Kryptix used to be a great player and even though he wasn't great at the end of his time on Liquid, I think he'll be much better after his break. Memset is a great sentinel main, luzuh is a good main duelist and Amilwa is the IGL. I'm mostly excited about Mouz in Valorant because of how they always find such great talents in cs(NiKo, ropz, frozen, torzi, etc.) and they already got one in Valorant with al0rante.
Such a silly take. Kryptix is insane, bro. He's played tier 1 Val at the highest level. The kid is absolutely cracked. Watch his streams and maybe you'll get a feel for his raw aim and talent since apparently everything he achieved with Liquid isn't enough. As good as the best sentinels in the world? Maybe not quite... but he's hardly an average player.
