I’m saying since China has masters Shanghai (24) and Champs (26), they have 2 international event whilst US has only 1 (23 Champs). So having a 2nd US event (masters) would be more likely.

But we're having Toronto this year so in total we'll have had (by the end of 2025, in franchising):
1 BR
1 CN
2 KR/JP
1 SEA/OCE
2 EU
2 NA
0 LATAM (didn't have an event pre-franchising either)
0 MENA
and with the way they're rotating it one of the major regions (CN, EMEA, APAC, AMER) has to miss out each year
If you follow the last few events we know that the region missing out is going to be either EMEA or APAC
I remember seeing Leo Faria interview and he said Americas Ascension can't be held in US cause Brazilian ascension team would need 6 months of VISA process application to compete travel to US. Ascension 23 was in Brazil and Ascension 24 was in Mexico (LATAM North). LATAM/South America will always have ascension location over the US.
What I'm getting at, is that in order for RIOT to hast international events that are not in EU/North America/China/JP/KR they want to trial it with ascension first for production/logistics reason like Ascension 23 Bangkok/24 GC Asia Bangkok -> 25 Masters Bangkok.
MENA is being tested with EWC, so as for "LATAM" the only logistic/production approved location to be likely chosen for masters would be Mexico, unless there was a significant offseason in LATAM that I haven't heard about.
