Id like to see +1 NA +1 Latam and 2 for SEA + SA + OCE
In that case (which I hope) we would have
4 NA
4 EMEA
4 SAM (2 BR + 2 LAT)
4 ASIA (2 APAC(SEA, OCE, India) + 1 JP + 1KR)

Seeds could look something like this:
Seed 1: 1st EMEA, 1st NA, 1st Latam, 1st APAC
Seed 2: 2nd EMEA, 2nd NA, 1st BR, 1st KR
Seed 3: 3rd EMEA, 3rd NA, 2nd BR, 1st JP
Seed 4: 4th EMEA, 4th NA, 2nd LAT, 2nd APAC

Also id like to see that every group can only have 1 team per continent
So APAC KR and JP cant be in the same group
LAT and BR teams cant be in the same group

Imo this would be the perfect balance.

Btw latam gets seed 1 because KRÜ was insane last year and 2nd one gets seed 4 imo since Latam didnt make it out of LCQ.

Also seeding isnt that big of a deal since it would always be NA + SAM + EMEA + ASIA

they are trying to give more slots to the regions which they think that will perform better.
This was still the first year, and KR did have a great performance. Even though, they've never been good at FPS games, so riot is still a bit hesitant on giving two slots to them. Maybe if they have another great year in 2022, than they will have the chance to receive a second slot to VCT 2023

Kr=1 team region with a small playerbase, SEA is much bigger. Also look at champs results, I distributed (# of teams in top 8+1) slots for every region except NA (I believe they will come back+they are the second largest server after eu so I gave them 3 instead of 2)
