Yes, I struggle to find any criteria where they are bottom 2 other than clout. Maybe in necessity because they overlap regions with the other 2 spanish orgs, but that's kind of the same criteria.
But they are not bottom 2 in a bunch of other criteria. They're not bottom 2 in competitive performance, they're not bottom 2 in investment, and they also tend put a lot of effort into their content videos/presentations etc and consistency with the content in general
You are right about investment, their GC team is potentially the only thing that can save them.
But competitive performance is a own goal, I will quote the script of one of my future video :

The question you want to ask for picking your partner team is « If this team end last next year, do I still want tille them in the tier 1 », if the answer is no, then you shouldn’t partener that team, if the answer is yes, then it should be a partner team. A partner structure, is a structure you still want in the league, even if tomorrow they become the worst team ever.
Well I agree, but my original question was, what is Riot going to take as criteria to make that decision, and that is not really a criteria Riot could use imo.
My original point is, if they used the same criteria as when they assembled franchising, which is all clout and org size, no competitive performance because as you say that may vary, I would agree Gx are first to go
But it's been 4 years and Riot has a lot more criteria to choose from now. For example, arguments in favor of GX:
KOI (just an example insert random name) may have more fans, but maybe GX it's just a smoother business partner and that is something they didn't know 4 years ago which they may really value now. Or maybe they don't give a fuck about that and they just want more fans. My point in all of this being, unlike last time, this time we do not know which criteria Riot will use, at least not yet
