China =1

9(League) + 3(Ascension) + 3(LCQ) +1(Tokyo) + 1(China) = 16 teams

yes but if the ascension winner does not participate, there would just be 7 teams in LCQ, so the tournament would be unbalanced, with maybe byes or groups with less teams, instead with the ascension winner there would be 8 teams as in every LCQ
