Only reason I'd think the two-star one is more iconic is that it's been used in international news programs more often, especially in the 2010s. The three-star flag has a lot more history, as it's the same flag that originally was used by the Syrian Arab Republic when it regained independence from France in 1946

As far as I'm aware there's only a handful of mods, and this is purely speculative but I'm guessing they don't all have the same permissions (e.g. some can do stuff with the forum like delete comments and ban people but can't like add events or flairs or whatever) which means we have to wait for someone like enigma specifically to check it
