As a history and geopolitical nerd.
Its kinda unfair to compare more modems generals to old generals, tatics and weapons envolve.
But, if you take a look at their times, it had to be beetwhen Genghis Khan or Alexander, their feats at their times was legendary.

i feel like alexander and genghis had a more macro advantage (take genghis for example, he didn't necessary have genius tactics going into war but the way he manages his armies and other things like efficient travel were the reason why the mongolians had such a massive empire)
on the other hand, napoleon going to war had the best micro out of the 4 here personally (taking valorant terms here lol), aka he had really good strategies and tactics

its impossible to compare them since they lived in different times. Should rather ask "who is the best in ### era". With that said, purely out of entertainment, I'd go with Alexander. big brain dude and deffo one of the smartest war time general considering the era he was living.

Wasn't talking if they lost everything afterwards, Napoleon could have easily defended France in 1814, if he had the equipment and manpower, and if his marshals didn't want him to abdicate
Additionally, Napoleon could have easily sued for peace before the Battle of Leipzig with the Frankfurt proposals and keep most of his land.
He was also extraordinarily good at finding talent and people fit to be his marshals, except for Grouchy and Marmont ofc.

But tbf, Persians were a very big threat at the time, Justinian needed all of the troops he could get
I feel really bad for Belisarius, but his loyalty never wavered, even after that
