Is ascension based on the org? The players?

From what ive heard, the players own the slot, that's how it goes for ascension anyway since otherwise these org changes wouldn't be possible
For all the tier 1 leagues, the teams own the spot since its the teams that get picked for franchise and not the players.
That being said CLG sold their LCS slot to NRG (per dextero/dot esports)

The difference for league is that teams buy-in for the franchised league where valorant teams are getting paid

I think the players + coach owns the spot and whatever org gets the spot with those players will have to clear Riot's requirements before they are given the spot. For eg: if Riot deems the guard is not fit for franchising then the players are free to play with another org. The new org cannot replace more than 2 players otherwise it wouldnt make any sense for them to win ascension.

Comparing Valorant ILs to League Franchising is apple and oranges... simply just not the same thing
The whole reason why Riot didn't want go with the traditional franchising model in Valorant is that they wanted to monetize the competition in the same manner, but keep control over the leagues and teams (which is not possible once you ask orgs to pay a bunch of money for their slot)
