in this scenario asia would be imo around 9 apac-s 3 kr 4 jp riot is gonna be investing heavily into japan and apac and giving them only 8 slots is not gonna help

3 KR seems like the best as currently the top 3 KR teams seem a cut above the rest ngl, 6 is too much. Although you could also say the top 2 SEA teams (PRX and XIA) also look better than the rest of the competition too.

I think 16 teams per region is too big of a jump for Riot, since they said 8-10 teams. So 12 teams per region might be more realistic. This will give the bigger regions a good representation and the smaller countries can get a few extra spots for upcoming teams.
