I think you are misunderstanding the spicy meaning here. I think he meant spices spicy not chilli or peepers spicy which are both very different from each other. Like spicy taste of chilli or peppers doesn't alone make the food tasty it's the use of spices which makes it delicious in south asian cuisine especially. I haven't really tried sea cuisines so can't say much about it. But south asian cuisine normally isn't that spicy(the chilli peppers spicy) but are full of spices which makes it good. There are some regions in south Asia who uses lots of chilli's and peepers too tho. But generally the spicy flavor (chilli hot taste) isn't that high in sa cuisine.

But normally the indian foods that are really popular like biryani, samosa, palak paneer or even dal, dosa, sambhar, chicken curry or mutton dishes use lots of spices but aren't too spicy(heat). They are not spicy(hot) or moderately spicy(hot). What makes them good is use of spices like garam masala or other spices used in Indian cuisine.

I have heard other normal versions of buldak are really flavorful. As for the extremely spicy ones it's not just about the spicy flavor or heat. It's like there is no other flavor except for the heat which is why I think they don't taste good. Tbh can't expect too much from instant noodles
