bro, it's 35 million UNIQUE users in a month, it doesn't mean concurrent, it means that 35 million different accounts played valorant this month ( CS has around 31 million accounts, yet we can remove a few millions due to bot accounts)

Nobody wants to watch youtube videos of valorant anymore, people want full games thats why tarik pulls so many viewers
The average Valorant content creator is shit, either a wet paper towel as a personality or they can't play the game (hence tarik is the main outlier)

content public =/= players. valorant has a lot of players, but its still building a public and a community. thats why the esports side is still struggling a bit specially on the tier 2. there's a lot of people who just play a little bit and don't really engage with anything related to the game. that will catch up with time
