There's 2 points to tackle here
-Why does Kr get more spots? Well for this we need to understand the criteria Riot followed to choose orgs. The main point while selecting orgs was to get long term stable partners, the biggest orgs they could find that were financially stable and were as popular as possible.
From there it's not a matter of spots, they tried to cover most fanbases that had big orgs to represent them. But by getting 1 org from 1 country you already cover that fanbase. You're gonna get the same amount of Indonesians watching regardless of having 1 or 4 Indonesian orgs if that makes sense. So once they covered all regions they just filled the remaining slots with the biggest orgs possible and those happen to be mostly Korean
-Do they actually deserve those slots? Well there could very much be a world were they're Valorant level didn't live up to the amount of slots, but it's definitely not the case. The 2 best teams in APAC last year were Korean and the other wasn't terrible. And winning in tier 2 only proves they deserve those spots from a Valorant level stand point.
For example in my case, Spain has 3 orgs, and by our level of play we probably deserve 1 or none at all, in that case you can argue it's unfair. In this case I really think they deserve them
