Ur not wrong, but it's actually both. Mexico is geographically in NA, but Mexico is also a Latin American country.

Simply look at Latam's Tier 2. Challengers is divided into 2 subsections. LAN or Latam North which goes from Panama up to Mexico and LAS or Latam South which is everything under Panama, except Brazil which has its own region.
