vct playoffs format questions

for playoffs, whats the tie breaker for teams in the same group with the same amount of wins if there isnt matches between teams of the same group until second phase? and what if the 4th team of alpha group gets 4 wins and the 3rd team of omega group has 2 wins?

is the format just garbage giving free playoffs to teams with easier groups? at the end of the day even if the 4th on alpha group gets more points for champs, they miss shanghai and lose the chance of winning more points on playoffs
