If FNATIC wins Tokyo 5 EMEA (masters winner) + EMEA fans will whinge demanding the 16th spot (6th EMEA slot) )cause they win all international event in 2023 (Sao Paulo + Tokyo). This is why china needs a 3rd slot, so all regions gets similar amount of slots. Imagine qualifying to champions in bottom 5 of league (6th), not worthy.
Population is a poor measure of the player base's quality and quantity. I would say the number of immortal 3s in a server region is a better metric, since it reflects the number of higher quality casual players/wannabe pros playing the game.
Not without flaws ofc, but still a better metric that can still be looked up easily online.
Population isn't a good metric for viewership numbers as well, for that we have to rely on past LANs' viewership.
