actually Navi doesn't need Shao, because they've Cloud and Ssk on same positions and they're quite good. They need smb to replace Duno and maybe other IGL instead of Arch
+1, but anyway it's hard for Navi to make good CIS roster rn because best players playing in different teams (Jady, chiwawa, kiles, Derke, trexx, wippie etc)
Not sure about if Kiles speaks russian, but if they can bring 2/3 more good players they could be very top. I would love Ange1 and Shao, Party Parrots comeback
99% he's speaking Russian, almost all Ukrainians do

He lives in Spain since he was very young. Maybe his parents have taught him Ukranian but I doubt they taught him Russian

Tho Ukranian and Russians are very close and many Ukranians speaks native Russian (I mean, in family too), so it's not the case
