probably it's the league regulation that did not allowed their player esp LEC, LCS and other franchise league player, to stream other game but riot. bcs franchise league tend to have more strict regulation, either for their player or the orgs.
valorant is not franchise (yet), maybe that's why stax could stream cs.

Because whole league system is franchise based. there will be so many rules for both players and orgs which they need to follow. Every decisions orgs take should be approved by Riot
