the enemies killing them arent the problem, infact swiftplays would make the HS lower cause people moving around way more and doing dumb stuff that good players wouldn't think about as a option immediately

He's playing against bots with 0 movement, I can easily hit 50+% hs in diamond and below if I try despite having 35 in immortal.

if he is cheating normally it takes around 30 games on average for a cheater to get banned. riot does not want them to know what specific action got them banned unless its something so obvious. the issue if he is cheating and the games are comp is refunding rr to the affected players after bans are administered

This makes no sense unless you literally do not understand even the basics of how cheat detection in modern video games work. Vanguard is not looking at the actions players perform in game to get them banned.
