2.4.5 Changes in region or residency

A player may only be a resident of a single region at any point in time, regardless of whether that has lawful status in multiple regions.
Any player who relocates to a new region, will remain resident of his or her prior region until the one-year anniversary of their relocation.

that's the date n4rrate signed for Karmine Corp, meaning that on that day he officially becomes non-import, allowing room for both him and sadhaak to feature on the same lineup for KC

No. If he has dual citizenship in Americas and EMEA, he can become an EMEA player if he stays one year. Then if he chooses to come back to Americas, he would have to play as an import before converting back to Americas

This isnt actually what was changed (well it was changed a bit, but thats not the rule the screenshot is from). The line above is from what is now 2.2.4 which was changed to:

Between Seasons only, a Dual Citizen may request to change their Declared Resident Country if (a) they qualify to be considered a Resident of such country in accordance with Section 2.2.2 above AND (b) one or more of the following applies: (i) the country that the Dual Citizen wishes to switch residency to is in the same League Territory as the Dual Citizen's current Declared Resident Country; or (ii) the Dual Citizen was, during the most recent split (or most recent Season if there are not multiple splits), on the Starting Roster of a Team that belongs to the same League Territory that the country the Dual Citizen wishes to switch residency to falls within, for at least fifty percent (50%) of the average number of regular season matches played by Teams in the applicable League. [...]
