I think it would have been a better choice as a city but it wouldn't have been any different for tier 2 teams to move for sure

Canada is even cheaper for NA orgs so its the clear for NA
Monterrey is the better option for South America

Just host the venue there, I am sure these smaller countries will want to attract tourists using esports. Malta seems to be enjoying their collab with ESL for CS, I am sure there will be some candidates

For NA, yes, I agree that Canada is the best option, but if you want LATAM and BR to benefit as well (because why wouldn't you?) then Monterrey is definitely the right choice.
