Money has nothing to do with it. It's all about tourism and public perception. Would highly recommend listening to this bit of the uncoachable podcast about their experience in Saudi, how the event ran and also a bit on why the saudi govenment is throwing money at it.

I bet the biggest hurdle is getting teams to sign on to it because if certain teams or players don’t go then it feels meaningless.
It's probably tier 2 + teams that don't make playoffs (and unlikely, but possibly teams that are eliminated from playoffs early)

most orgs that are in vct already went to ewc this year for other games. also i dont think players can refuse to play without consequences.
