for proplay, but they fill a certain niche in ranks especially lower down the ladder (which is the majority of the playerbase)
not every agent added to the game will be meta breaking, most are just niche in proplay and decent in ranked. i think with this buff and maybe another one deadlock will be in the same position as sage
