Should the "no more than one import per team" rule apply to the server regions in addition to the VCT regions? By that I mean, should LATAM, BR, and KR be considered their own subregions under this rule?

Also, "forcing" a random ranked player to learn a different agent is way overkill when something like 93% of the player base is below ascendant, where comps and agent pools really don't matter anyway.

Absolutely not. Teams are already burning out mid season coming up with strats, now imagine they have to be prepared both for whether their opponent bans Viper or bans Sova on Icebox. Valorant is just not that kind of game.
Not OP but it's prohibitively expensive and it's more like dozens of suburbs wearing a trench coat than an actual city. It can take literal hours to go places because of traffic, and it feels like a concrete liminal zone hell at times.
That being said, that's true of a lot of urban areas in the US. LA is just bigger.
