It's a large map so Jett+Sova may be an obligation, especially Jett that is the only agent that have almost no way to fall. (Playing Neon in a map you can fall feels too dangerous)
About smokes, probably Omen since he is busted, he may reach 80% pickrate overall if it's an omen map, Harbor and Astra are also good contenders.
About senitnel Cypher may be good to control mid and lurk, but it can be a no sentinel map, and may be replaced by a 2nd duelist (Iso ?)
5th role is what I call "Scrambler", usually it's Viper (sometime another doble controller) Kayo or Breach, you will need another controller to luirk, control mid and efficient lurk, so i'll go Viper.

Start with EU :

• France Viable alone, insane viewership
• DACH : Viable alone, all of their team are own by good org
• IBIT Viable alone especially now they have merge with IT and PT (6 Spanish team may not even be enough)
• EUE : Struggle a little, but have a lot of org, they will thrive is they force quota, having at least one Yougo team, one GR-CY-IS-AL team, one HU-RO team to make rivalries storytell and hype people (Too many PL-CZ player right now), may be even better when war is over and more Ukrainian player can join.
• EUN : Struggle a lot, but is the richest market in EMEA, lot of work for Polaris to make it work, i'm sure they will find org (Especially if Apeks is gone and the league seems winnable), it's litterally the best Tournament Organiser actually, but thats the hardest league

For other part of EMEA out of EU :

• TR, viable alone
• CIS, will be viable alone
• MENA, biggest market in EMEA, long term investment when MENA will be more developed (Mena's population is basically EU population), will be viable alone one day or another, and you cant marge them with anyone so...

To conclude situation between SEA and EMEA isnt the same, they are really few org in SEA, (but enough to have 3 league of 8), SEA got a lot of not viable league, with lot of orgless team, that play on the same server and with a kinda low viewership, while Europe have a majority of league full of org, wish every league have their server, and with a promising viewership, and you have only 2 not viable league that cant really merge.

So basically make a merging that will kill regions that are viable (Again FR > NA, wish basically make the league dumb to merge), for making a big region that may not be viable (If you have one UE region with no french team you just loose french audience, it's as easy than this). DASH is okay, they even expanding the league to 10 and having almost a full roster of organisation, ES being that low make absolutely no sense, it's a region with a strong identity and they have the potential to be higher (Especially if Riot guarantee they are at least one PT and one IT teams), and then you have EUE and EUN that struggle but may rise because of lot of effort of Bodork, and the amazing diversity of eastern region.

Also, they will obviously have no merge between Europe and LNA/GCCI for ping and identity region, so the region that need the most will stay all alone, it would make things even more unbalanced if we have a massive T2 league that compete against small T2 league, best format, is format where every league have roughly the same level, and thats possible with the actual boundary of T2

If it's an online event (And it's probably will be), this will be a lot of problem, because some country dont have a good ping on both Hong Kong and Singapore, it may be nearly impossible to make ID vs TW online.
They should have made 2 region based on the 2 server, and probably make 3 regions if they want something more serious (HK region would be so bad compared to SG region, and TH should stay away from "Greather Malay" teams)

• Merging everyone is bad for ping reason (You cant find a server where ID and TW team can play online against each other, it's not possible)
• We have to wait what will be the news for Mongolia that might have a better ping in Japan (Japan is expanding to 16 teams)
• It's true the actual system wasn't viable : too many small region,
• If PRX would be relegated in actual system they would have to disband because MY and ID are separated (They should be unified for language reason)
• The solution would have to fuse nation playing on HK server (TW-VN-PH), that is 3 weak region, fuse MYSG and ID because of the language, and make a Mainland SEA region with Thai team that will play on SG server
