Yes it happens because either the scene just don't have the infrastructure or the country/region just isn't that interested in the esports. Valorant so far has been pretty much on a global scale have moderate to high interest. I really wish korea would be more interested though but it seem like they're just more interested in league/overwatch. Most of the other regions that has any tactical fps scene or ex-csgo scene have switched over to valorant.
you act as if there aren't insanely crack players and teams in all regions. The difference with valorant and Cs is every region actually invest in the scene especially Asia and its competitive. That's why you seeing regions becoming extremely good. In cs its pretty much dead outside of EU. All the teams DRX, ZETA (laz, crow), and PRX they have core players that were once on csgo teams and they switch over to valorant to find success.
I mention cs cause its the closest thing to valorant as a tactical fps. Regional strength correlates with how much funding and support they get as well as if the region player base is interested in the game. There are talents all over the world. Its just in some of these countries gaming isn't seen as a viable career options at all.
