What are the rules on casting and why does it make no sense (letting casters cast teams from their own region?? Only 1 caster here from EU???)

Bren + Sideshow (thrice, EDG v TL | VIT v T1 | SEN v TL)
Achilios + Paperthin (twice, DRX v SEN | T1 v TE)
Pansy + Ender (G2 v TE)
Mimi + Ender (VIT v DRX)
Pansy + Sideshow (EDG v G2)
Regional talent casting their own team(s) have been
Achilios + Paperthin (Pacific talent, casting DRX AND T1)
Ender (NA talent, casting G2)
Sideshow (NA, casting G2 AND SEN)
Bren (NA, casting SEN)
So 1st point. . Why is Pansy the only EMEA caster here? She is top 2 in my opinion, along with the duo of Bren and Sideshow. I get maybe Mini is too new for an international, but surely we bring Mitch and/or Tom??
2nd. . I'm probably so NA pilled that I'm projecting, but having Achilios casting team from his own region felt off. . No reason we couldn't have Pansy + Tom (again why isn't he here) handling a Pacific v Americas/EMEA game
3rd. . Mimi?? Look I absolutely love Mimi as a talent, on the desk and on platchat. But I have never heard her cast before, and it felt strange to have her doing so at an international event. Also if we are getting Mimi on the mic, are we to expect an appearance from Yinsu or Kaquka with Pansy?? ok im just spitballing now
let me know, felt like VCT are just sorta rolling with whatever, feelt a little chaotic on the mic
