prx definitely paid off some sort of doctor to ensure he is exempt from military service but it feels like no one talks about this. it feels like they shouldve let his career go instead of defrauding the government and participating in a habit of the rich dodging service because they can. really dont know enough about singapore to make any solid comment on this but this seems really blatant and would like someone familiar with this to weigh in on it

The chaebols collude with the government, of course, but they are not the masters. They are supposed to be semi-submissive to elected power. Otherwise, the laws, institutions, and tax inspectors will harass them relentlessly. Remember that Lee Jae-yong, the head of Samsung, has been summoned to the National Assembly numerous times and has even been to jail. It's a dangerous but populist situation, not a dictatorship.
As for Singapore, there aren't that many “complete dictatorships” like China and North Korea. Most dictatorships have some semblance of an electoral system. They just use unreasonable laws, unfair elections, royal family-owned businesses, and direct government control of the media to stay in power permanently. Singapore is just one of them.
