The chaebols collude with the government, of course, but they are not the masters. They are supposed to be semi-submissive to elected power. Remember that Lee Jae-yong, the head of Samsung, has been summoned to the National Assembly numerous times and has even been to jail. It's a dangerous but populist situation, not a dictatorship.

As for Singapore, there aren't that many “complete dictatorships” like China and North Korea. Most dictatorships have some semblance of an electoral system. They just use unreasonable laws, unfair elections, royal family-owned businesses, and direct government control of the media to stay in power permanently. Singapore is just one of them.
