Honestly, I think the organization just felt pressured to give it to someone that's not an attacker. It's always going to attackers and then people get annoyed and say this person didn't win because they aren't an attacker. according to achievements he was the best player in spain. according to achievements foden was the best in city

according to performance he was the best player in city, according to performance yamal (imo, its very close between him and others) was the best player in spain

if you say hes not best in either u arent being consistent. theres a reason city look far worse when rodri is out with injury. foden was not good in the euros but he was pl poty with rodri in his team
