Back when the CIS region was a thing, Kazakhstan would've counted as emea. However, since CIS as a region doesn't exist anymore and Kazakhstan is in Central Asia, they would be considered as APAC right?
Kazakhstan should still be counted as emea.
As per the 2024 EMEA Rulebook the emea competitive region is defined as:

--- What i will say is that this definition is slightly outdated, since mongolia should have apac residency. But the likelihood is that nothing else has changed.
