Nope no big investment when compared to Apeks,
Apeks literally bought Tier1 ex-Franchise(Soulcas, Molsi, Avova) players of 2023,
Which are much more costly than an avg/good T2 plyrs out there(coz of experience)
Rest I'm sure they would be better in content, but if they r not willing to invest open heartedly then nahhh
they didnt bought these players, they were free agents that were dropped by their teams so no buyout needed it is actually more expensive to buy T2 players out of teams than T1 free agents so ur statement is totally wrong, also Apeks got in Kaajak (who was playing T3 previously so also no buyout needed), Hype was free agent by Wylde, Avova, Molsi and Soulcas were dropped because of bad performances as free agents
Fokus on the other hand buyed out Azury first out of CGN (one of germanys top talents and very expensive), but then benched him bcs of internal issues, before that they buyed out Al0rante from Mouz (one of the most expensive T2 players), they put in Disisjohn (one of the most sought Dach duelist) and kept Lewis (one of the most sought T2 player bcs he was an high fragging IGL, who had many T1 interests and trials but stayed with fokus bcs of high pay check), they buyed out Bucher from Eintracht, who was Eintrachts best performing player (he had the Dach kill record with 42 w Viper on Lotus) and got Lime back (Team Heretics wanted Lime as their duelist more than MiniBoo btw, absolute machine and best stats in Dach despite Fokus getting fourth) and u wanna tell me 3 washed T1 players (with no payout and marginal interest from other teams) + 1 t3 player and a free Agent is more Investment??
btw these were Fokus Investments they did THIS season and theyve been in Val since the beginning with many different rosters and been to T1 before they went franchising

While we dont know exact numbers for either, but Fokus was spending the big money to get their roster. Theres a reason they had the best t2 roster (on paper) going into the seasons (just "external" factors happened to force them to move regions, forcing changes to comply with region lock)
There is very little competition in polaris that would drive roster prices up.
Apeks still deserves it more for sure just because theyve shown far more goodwill towards their region than any other org, helping out the FA team whenever needed.
