It has to do with the number of days a venue can be used. Normaly a double elim is one or 2 days longer than single elim , meanwhile rage probably scheduled with the venue to be just enough for single elim not double. Also the venues had to be scheduled 1 year earlier so changing venue was never a good idea.
Visa issue goes both ways, Bren Esports failed to get a visa for Masters Berlin back in 2021. Visa issue is part of the problem but ultimately venue was the backbreaker.

CL Japan does not have any custom rules. The rule youre upset about is a rule EVERY region has which allows Pacific players to be considered residents after playing in a CL for 2 splits.
Imports going to a region with money has nothing to do with rules. Its the orgs that will import players to raise their chances of winning. You can see this in other regions too (in EMEA 5 out of 10 regions have more imports than Japan).
No one is abusing import rules.
And no, the rules in JP wont change because of a Mongolian team. To be clear this whole problem is on Rage and their lack of clear communication. This is not Riots problem. Either:

Any custom rules they have were decided by Rage themselves (although none of your problems are based on custom rules Rage have made).
you're confusing EMEA and Pacific, I believe I mentioned this before, but in EMEA importing is considered a standard practice but in Pacific it is not. out of all of the subregions in pacific only Japan and South Asia had this issue to this scale. To be clear, they do follow the rules, but that doesn't mean the rules are perfect.

The scene is growing and I can't have imports impeding this development. The scene has it's peak growth and once we've pass that there's no going back to that peak. I can't afford to let VCJ fumble their opportunity.
One of my main fear is that the imports ended up monopolizing the scene leaving no room for growth for the local players. I can't have that

This would be unusual (japan being the only region where this would be the case) but if it is true and they dont have any part in the rules/format then I apologize to Rage. I just assumed they'd have the same structure as everyone else.
And of course you can be critical of orgs importing and advocate for them to stay national. I personally think its going to stunt the growth of a region, but im sure as hell not going to stop you. Thats 100% your thing.

Blaming Jake Sin for orgs importing korean players is an odd choice.
Japan has a high level of imports because it has a high level of investment, they can attract good international players with good salaries.
All of the import rules and regulations are standard across the VCL leagues.
And you are getting annoyed at a region that has been completely outcasted by riot games throughout its lifetime finally getting some exposure into the t2 scene. Mongolia was stunted as a region because of how riot approached the nation, it only stayed alive due to strong efforts from the Mongolian esports community.
Besides, VCL japan is getting expanded with more teams.
Compared to SEA which has now merged 6 sub regions.
VCL Japan are allowed for more teams because the scene is lucrative enough to justify that .
SEA scene doesn't carry the same weight as Japan in terms of viewerships and that's one of the major reasons why Japan managed to stay while SEA merged. If Japanese scene doesn't carry tons of view like what happened in Sp2 the scene would be merged with Korea.
import rules are all according to VCL standards but when only 2 your teams have full locals, I believe that there needs to be an evaluation.
If the scene ended up ruining VCJ then yeah I'm hella pissed. VCJ had to house russians and Koreans just because their scene isn't good enough. Now we had to house mongolian too? This is what I meant saying VCJ being " trash can"
