monitor issue try FXAA or MSAA antialiasing or use experimental sharpening

edit: Also look into NVIDIA control panel I think you can set a global sharpness setting that will make things look clearer

Doesn't seem like a PC problem, maybe your ingame settings isn't turned high or atleast try seeing the nvidia control panel if its on Quality mode

like the other guy said, I'd start with resetting your NVIDIA control panel settings. Looks like you might have changed something in there.

i lowered my amd contrast from 160 to 130 and it looks a bit better now
