I think it's the same in NA as well. The number of teams at tier 1 level is lower than EMEA but atm anyone can beat anyone in NA as well.
Europe has many countries that refer to different styles of play, NA only has USA and CANADA. The European level is more competitive yes.

I don't think so. The teams that were good at the start of the year are good now as well.
Gambit, Liquid, Guild, Futbolist, Acend were all good since Vct stage 1 and are good even now.
My point is that good teams have always been good and very few surprises have happened. Gambit were top of CIS and are still the best, Futbolist were the best at the start, had a small dip in stage 3 but now I think they are the best Turkish team at the end of the year following SMB roster shuffles. TH were the best team at the start of the year but considerably dropped after some roster moves changed their style of play.
There are considerably a lot of good teams like VGIA, Tenstar, Ldn Utd, Movistar who emerged towards the latter end of this year and will definitely contend in next year's VCT.
It's just the unpredictability factor that you mentioned is not present in EMEA as much as in NA, APAC or even SA for that matter.
