I swear to God they need to change their regulations clearly whatever is on the rules clearly doesn't work for jp teams. Especially import rules

Regional Representation.
"Each VCT Participating Team will be assigned
to a League. In order to encourage the training and development of players
in each League Territory and to maintain the regional identity of the VCT
Participating Teams that compete in a global competition and to encourage
the type of regional identification that is important to fans and sponsors,
each Team must maintain on the Starting Roster (as defined below), at all
times during the Season, at least four (4) Team Members who are
Residents (as defined below) of a country in the applicable League
Territory. The Leagues of the VCT are: (i) Americas, (ii) Europe, Middle
East and Africa (“EMEA”), (iii) Asia-Pacific (“Pacific”), and (iv) China.
The countries inside each of these geographic regions are a “League
Territory”."
How exactly are they impacted ? Other than India and Japan barely any team in apac t2 fields one import let alone 2 . Also cmiiw in emea if you are an import and you play in the region for two splits you are considered local but that only works in emea doesn't apply to non emea region. Which means you can change the rule without affecting any other region
Because we have case like yotaa who never even touched jp server before this split and suddenly he's a jp player now. I say let him stay for 2 splits just like yoshii ,then I can admit he's a player from this region. Even by what I just said teams will definitely not get the memo and just do what I say and get another one once he become a local player 😅

There's literally another team in Japan Challengers who does the exact same thing as SCARZ except they just have their flags as Japanese & their imports are Korean. You just aren't aware they're half

Pre sure the half br is Fisker, former CR player who is known half brazillian. No longer on NOEZ FOXX now,
not import, but during 2021 Fisker did have a brazil flag on liquipedia as first flag (JP first flag now), wasn't around VLR at the time.

To be honest, since there are many rich org in Japan, good players belong to various teams. This is the point.
If international players are banned, the quality of each team will only go down.
EDIT: I think the number of the team like Sp1NTH+Sp2NTH-2KR (yowamu,HaReeee,pepper,thiefy,tempura) will be increased
I do consider that the quality would go down and would be for a long time. But it's probably for the better, people like aace will have a chance to prove themselves. And that's the point of t2 right? I get that winning ascension is,however , i think winning without your own players barely feels like it 😔

International competitiveness is most important to play at the Pacific League.
You seem to dislike SZ roster, but it can be said that SZ becoming a role model as a fast-tempo overseas team is helping to improve VCJ's level.
If VCJ teams can't beat SZ, they won't be able to do well even at Tier 1. I think the same can be said about players.
