Maybe this is Riot's way of expanding Valorant to SEA and BR since it is pretty evident that people from those region doesn't really care about Valorant when it came out and it is still overshadowed by other games (such as CSGO and MOBA games). Giving them direct slots MIGHT encourage Brazilians (or even LATAmericans) and Southeast Asians people to watch which in return, might develop the scene. Although I agree that Champions should have more slots because 16 teams is kind of underwhelming for a year-end event.
edit: But then again, Valorant is still relatively new and its competitive scene is still growing. Giving exposure to lesser known regions will give them chance to show their best on the int'l stage and their success (if they find it) might encourage other organizations to create teams there. Apologies for the long reply

First of all, this is the first year of competitive valorant and of course no one knows who will really dominate the scene. The slots are based on how big a region and how popular it is on that region. These slots will surely be readjusted next year for sure and don't be an ass and expect Riot to be like valve where the international tournaments will only be dominated by EU and some NA teams. Riot knows how to run an esports and on matter how bad a region is, they will still give it a chance to play on international events.

SEA is not just 1 or 2 countries but 10, so its fine for them to get 2 slots compare to KR and JP. Also, FS from SEA got one more slot from LCQ APAC is mean they got skills and talents. APAC is entire asia, right, so it's not just a competition of a players but PING too. FS also play in higher PING than KR and JP and they win, that's why they deserve this spot.

But this is world champions, they choose the best of every parts in this world to play in this tournament, NA, BR, EMEA and APAC.
