I was just looking at the final champions format and it says 3 teams each from regions and then 4 LCQ teams along with 2 china teams will play champions. right now. EMEA has 4 teams decided for Tokyo. which out of those 3 get selected for champions ?

Pacific - 3 (+1 lcq) = 4 slots
emea - 3 (+1 lcq) = 4 slots
americas - 3 (+1 lcq) = 4 slots
total = 15 slots
final slot goes to the LCQ runner-up of the region which wins masters tokyo

4 teams locked for Tokyo, not for champions. The 3 highest EMEA placed teams at Tokyo will earn their champions slot. The 4th one will have to play LCQ along with the other 6 non qualified teams

its top 3 from emea at tokyo then the masters winning region gets an extra slot, meaning the team in 4th (whoever gets 4th in pacific or americas playoffs or the 4th emea masters team) goes to tokyo
