The VLR rankings team makes an effort to weigh results from official Riot regional leagues heavily, but they also incorporate results from other major international events and tournaments to generate a more well-rounded view of team strengths and weaknesses across regions.
Rankings of any kind will always be subjective to some degree, and different people will have reasonable disagreements on placement and tiers.
The VLR rankings aim to be transparent about the factors considered, but ultimately they represent the view of the VLR rankings team, not any official governing body.
Feedback and discussion around rankings is encouraged, but personal attacks and rage-filled criticism does not contribute to productive dialogue.
If concerns with rankings methodology continue to be an ongoing issue, the VLR team would be open to discussing alternative approaches, but as an unofficial fan-run ranking system, there are constraints in terms of resources and capabilities.
The most important thing is fostering discussion around regional leagues and teams, not obsessing over numerical placings in rankings lists. So continued feedback, and an appreciation of the effort VLR puts into their rankings even if not always perfect, would be most constructive.
