Don't think so, Indian tech support is a meme for a reason(they actually do speak English that's why tech support gets outsourced from English speaking countries to India), Koreans don't speak English at all in my experience even in Seoul and Busan and even those who are around my age(18-25 generation), I guess outside big cities it is even worse.

For people who doesn't understand the diversity of India. India has 22 official languages including HIndi. For most of us Indians we have our local language and English being the first and second language, hindi being the third. Its obvious most of us will tune to English. Also most of tune into content creators for the banters.
