They have the right amount of spots representation wise, just the orgs that they chose are messing things up. Keeping mediocre teams instead of upgrading.

Turkey needs own Partner League (normally it would be nice to be with CIS, but this is not possible since CIS cannot participate)

Wait for 2-3 years and partnered turkish teams will eventually bring 2 superteams. Riot doing very well with vlrs developing regional scenes.

BTW Turkish and Polaris are the best leagues by teams participating
