Basically that players that already played in VCT get a pass by that rule anyway and can play whatever their age is. This rule applies for example to players like Shy, Less, Zekken, and Alfajer

AFAIK there are rules in other esports and even sports for regional leagues where if the player who is going to be in the min/maximum age limit within that same year or within 6 months would be allowed/not allowed respectively.
