As a thought experiment, just think of what you would remove from each agent. If you do, you'll see that it would drastically alter the balance of the game in an unfixable way.
As for the "util problem" that a lot of pros have been complaining about, it's not really something that the average player has to worry about. Low elo players don't even know how to use util, and even high elo players don't really have the cohesion to use it in combination which is when it really becomes a problem. Yes, once in a while you get triple flashed deadlock net naded, but really isn't as much of a problem as the playerbase makes it out to be.
And if you want to fix the issue, you would either have to make util even more expensive (try double) (on a true bonus you might have to choose between full util and rifle) or make it less common (remove rechargeables). While both of these ideas would make util a lot more valuable (you can't just recon and then get it back for the site retake), it would really ruin the unique part of valorant for the average ranked player.
