I’m pretty sure it depends on the league. It is at 9am on each leagues hub. So APAC, China and EMEA are open. Americas opens in 1h

Orgs should be finishing signings for their official rosters later today iirc. But when they'll be announced will probably later this month or in November, at least for some teams since they'll be playing in Red Bull HG soon.
